    • so clicking on a country then opens up a window with more detailed information

• Why
  • HRSLB uses tracked data to identify use of online or other learning by grade and VPU
  • But, this does not indicate information such as:
    • use of types of learning based on location
    • success/failure rate based on population or location
    • time taken (not planned or required) to achieve completion
  • correct tracking and display of this information can be used for:
    • illustration or illumination of structural impediments to learning
      • technological
        • places of chronic download delays
        • timing of chronic delays
      • cultural -
        • hierarchical or "institutional" impediments
        • language based delays or impediments to learning
    • discussion with
      • Other stakeholders
        • KLB
        • WBI
        • ISG
        • OPCS
        • HR
      • regarding
        • obstacles or impediments to learning
          • technical
          • cultural
        • supporting or illustrating arguments for use or adoption of alternative forms of learning
          • mobile

    • guidance with stakeholders about:
      • needed learning
      • development of online or other learning materials
        • illustration of technical or cultural impediments
• What
